About the Role

The Principal Adviser (PO4) or the Senior Adviser (PO3) is an important senior professional within the EPA Site Contamination Branch and a key source of accurate, timely and reliable advice and opinion in relation to site contamination for the EPA. The Senior Adviser is an independent thinker who works with limited direction and provides leadership of site contamination matters that are subject to regulation under the Environment Protection Act 1993.
The Senior Adviser works collaboratively with other members of the Site Contamination Branch and with the broader Environment Protection Authority. Liaison with other Government Departments and the broader community is also required.

To be successful in the Principal Adviser (PO4) role, you will have:

  • Highly developed oral and written communication skills, including the ability to provide expert technical information/reports in relation to site contamination to a wide range of stakeholders
  • Proven ability to effectively manage across a number of competing priorities and to use initiative to complete complex projects and work programs within prescribed deadlines
  • Proven higher level ability to consult, liaise, negotiate, develop and maintain effective working relationships with a diverse range of people at all levels
  • Proven ability to develop and promote new or innovative practices, policies and procedures in relevant professional and technical fields
  • Proven extensive experience in undertaking the assessment, remediation and management of sites in accordance with the National Environment Protection (Assessment of Site Contamination) Measure 1999 (as amended 2013) and other relevant guidance including demonstrated application in planning and development contexts
  • Proven extensive experience in two or more of the following areas or high level knowledge in four or more of the following areas:
    - design, implementation and management of remediation strategies for the remediation of soil and/or groundwater;
    - design, implementation and assessment of quality control / quality assurance procedures;
    - Environmental chemistry - both analytical chemistry and the fate and behaviour of chemicals in the environment, soil science, hydrogeology, human toxicology, environmental toxicology and ecological risk assessment; and current remediation methods and technologies and knowledge of new and evolving remediation technologies.
  • Knowledge and understanding of the Environment Protection Act 1993
  • Knowledge and understanding of the consideration of site contamination in planning and development and the operation of the planning system under the Planning, Development and Infrastructure Act 2016

To be successful in the Senior Adviser (PO3) role, you will have:

  • Well-developed oral and written communication skills, including the ability to provide technical information to multi-disciplinary groups from a wide range of private and public agencies.
  • Proven ability to effectively manage across a number of competing priorities and to use initiative to achieve work programs within prescribed deadlines.
  • Proven ability to consult, liaise, negotiate and to develop and maintain cooperative working relationships with a diverse range of people at all levels
  • Ability to assimilate and to further develop and promote new practices and procedures in relevant professional and technical fields
  • Proven experience and high-level expertise in undertaking the assessment and/or, remediation of sites in accordance with the National Environment Protection (Assessment of Site Contamination) Measure 1999 (as amended 2013) and other relevant guidance
  • Knowledge and understanding of the Environment Protection Act 1993 as it relates to site contamination
  • Knowledge and understanding of the provisions relating to site contamination established under the Planning, Development and Infrastructure Act 2016

Essential Qualifications, Knowledge or Experience

  • Relevant degree in science, environmental science, hydrogeology or environmental engineering (or related discipline)

Desirable Qualifications, Knowledge or Experience

  • Postgraduate education in engineering, environmental, science or discipline related to site contamination, ecology, hydrogeology or toxicology.
  • Occupational Health and Safety Training in relation to site contamination issues.

Remuneration:

PO3 ($108,087 - $115,936) or PO4 ($118,601 - $129,116) + 12% super added to your choice of super fund.

Contract

Ongoing contract and full time (37.5 hours per week).

Special Conditions

  • This role has been designated as a Position of Trust pursuant to the standards required in the Australian Government Protective Security Policy Framework. A current National Police Clearance is essential.
  • The incumbent will occasionally be required to travel to sites in country areas and interstate.
  • The incumbent may be required to work out of hours and as the need arises.
  • A current driver's licence is essential.
  • Must be able to become an Authorised Officer under the Environment Protection Act 1993.
